AUSTIN — Rep. Dale Thornton (R-TX), who has voted for every abortion restriction to reach the Texas House floor since 2011, introduced legislation Tuesday requiring the termination of any pregnancy that state actuaries project will consume more in lifetime public benefits than it generates in tax revenue. "I am pro-life," Thornton told reporters. "I'm just more pro-balanced-budget."
